Please do not go for cheap laptop in fact in Hyderabad (India) HP is using marketing tactics with false promises of free Internet facility. It is nothing but sheer marketing campaign to make money.
Go for branded quality always.

a similar machine is also launched by DTK Computers called i10 costing only $500 with 80GB HDD. amazing machine specially for the people who use it for internet chatting, blogging or students.

It is an excellent option to have such laptops that are economically priced, especially for people on limited budgets and students.

Looks like the XP version is already available if the photo is anything to go by. How much to buy a single XP unit and where can I get one from?
Editor's reply: The photo is of the Linux-based NPX-9000 which was tested by Windows Arabic magazine. The interface has been designed to look like Windows, but it is really Linux.
The Windows XP version is not yet available.
