Dubai Land Department oversees the Emirate’s real estate market, and in line with efforts to make Dubai the smartest city in the world, it is transforming the sector with digital solutions
The real estate market is one of the most important sectors for Dubai, and Dubai Land Department is taking a leading role in the digital transformation of the sector, introducing a range of smart solutions to help better manage the market and to bring innovation and confidence to the market.
Sultan Butti Bin Mejren, Director-General, Dubai Land Department, spoke to .GOV to highlight the advances made by DLD in bringing the real estate market into the smart era.
What are the main smart initiatives completed by Dubai Land Department?
Dubai Land Department (DLD) is making unprecedented leaps ahead with the introduction of smart initiatives, underpinned by an eagerness to improve operations that knows no bounds. This spirit is shared by DLD’s affiliated organisations and departments, and drives us to develop standards, remain up to date with the latest global developments in real estate regulation, and foster partnerships with esteemed globalisations.
What sort of benefits have you gained from these projects?
These projects have enabled us to make our services smart. While there are numerous benefits, perhaps the greatest advantage is that our services are now available at any time or place, for the convenience of citizens, residents and visitors.
The smart initiatives have attracted interest from countries nearby, which are keen to adopt our systems, share in our experience, and study our smart expertise. The eagerness to benefit from modern inventions is palpable and we are proud to be the leaders of smart initiatives in the real estate sector.
How do you decide priorities for smart projects?
DLD embarked on an ambitious plan to introduce a set of smart initiatives several years ago, underpinned by its belief in the importance of improving services to help save customers’ time and money. The developers of this plan seek to support Dubai on its journey to becoming one of the smartest cities in the world, and to improve transaction with government.
Do you have any projects in collaboration with the private sector or other government agencies?
DLD continuously strives to expand its scope of work and liaise with all private and public agencies in order to improve its services and standards and remain aligned with the latest developments in the real estate sector. To this end, DLD has fostered numerous agreements and partnerships with esteemed global organisations.
DLD’s partnership with the Dubai Electricity & Water Authority (DEWA) led to the launch of the Takamul initiative, which allows customers to request immediate activation of electricity and water services once they have completed the registration process, at all DLD accredited offices. This helps streamline procedures and reduces the time and effort needed to complete government transactions. Pursuant to this initiative, customers can simultaneously obtain electricity and water services as well as lease agreements, while also benefiting from the DEWA’s smart services — this eliminates the need to move from agency to agency and visit offices.
What projects do you have coming up in future?
DLD continuously tracks the local real estate market and the latest developments, to identify and keep abreast of evolving investor needs. One of the most important projects that DLD is preparing for is hosting a world-class event similar to Expo 2020, which drives the growth of all sectors (tourism, aviation and its services, and trade and retail) while also contributing to the recovery of the real estate sector.
DLD keeps an eye on the horizon and is continuously establishing future development plans, including new applications and innovative services. These plans also include remaining actively present in all specialized international exhibitions and events, not only to open new markets to the emirate and promote its products and services, but also to seek the views of businessmen and investors in various economic sectors.
How is DLD contributing to the Smart Dubai Initiative?
All efforts made by DLD to develop its smart services are inspired by the vision of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and ruler of Dubai, to make Dubai the smartest city in the world by 2017. eal estate is one of Dubai’s key economic sectors and DLD plays a pivotal role in providing and improving its services. Global progress has made smart applications a modern necessity; they are of utmost importance for operations and activities of DLD. We consider it our obligation to stay up to date on the city’s smart developments and to align with our government’s directives and our leaders’ vision.
To this end, DLD works closely with the Smart Dubai Office, joining efforts to facilitate and unify the smart transformation process throughout Dubai. Collaboration allows us to overcome obstacles, ensure the integration and implementation of innovative ideas and offer joint smart services that include both the public and private sectors. We are proud to be drivers of the smart initiative, and to be contributing significantly to the convenience and happiness of Dubai’s residents.
Is DLD developing integrated services with other government entities?
DLD is building bridges with all government agencies in Dubai, and coordinating with various state-level parties to provide integrated services to all customers. A good example is the Ejari service, as it demonstrates and promotes the importance of teamwork. This helps us achieve our national strategic visions and ambitious plans to promote the emirate’s reputation.
How does Dubai Land Department create innovation?
