The Dubai Silicon Oasis Authority (DSOA), the regulator for the Dubai Silicon Oasis technology park, has signed an MoU with Spain's Universidad Politecnica de Madrid (UPM) to create a post-graduate course focusing on smart city concepts.

As part of the agreement, UPM will offer a master's degree in smart city sciences through the Rochester Institute of Technology (RIT) in Dubai. The course will provide a macro view on the development on smart cities, and will complement DSOA's efforts to promote smart urban planning, DSOA said.

"The academic programme will help build and foster specialised skills in various areas related to smart cities," said HH Sheikh Ahmed bin Saeed Al Maktoum, chairman of DSOA.

Dr Mohammed Alzarooni, vice chairman and CEO of DSOA, added: "We are confident that the infrastructural advantages of DSOA and RIT-Dubai expertise will complement the academic know-how of UPM and, together, we will effectively empower community with the skill-sets needed for today's urban environment."

The agreement will see DSOA and UPM exchange best practices in entrepreneurial and start-up incubation programmes, and encourage interaction between technical and academic staff, DSOA said.

The two organisations will also take part in collaborative research, hold events and exchange lectures, DSOA added.

Prof Dr Carlos Conde Lázaro, UPM President, said: "Dubai Silicon Oasis is an ideal model of futuristic, sustainable urban living where technology and human capital converge to create a unique environment of learning and development."
