The United Arab Emirates Telecommunications Regulatory Authority has confirmed that a new policy to allow voice calls over the internet is being ‘implemented', local daily Khaleej Times reported today.

The news is the latest chapter to the issue of legalising VoIP in the country. Back in 2008, director general of the TRA Mohamed Al Ghanim revealed that the authority was developing a framework for VoIP providers but that there were challenges associated with it. In reaction, local ISPs Etisalat and Du confirmed that they were both ready to roll-out the technology to customers as soon as the TRA made its final decision.

According to the Khaleej Times report, Du and Etisalat would both be licensed to offer VoIP services but that exceptions could be made for ‘educational and public interest purposes'.

"The TRA is in the process of implementing a new VoIP policy," read an e-mailed statement from the authority. "It is expected that this policy will be published soon, and will be made available on the TRA website."

This Site is Blocked !!!!!! under category 11 11.Internet Content providing Unlicensed Voice over Internet Protocol (VoIP) service This category includes Internet Content that allows access to services which are prohibited in accordance with the TRA’s Voice over Internet Protocol Policy. What is the TRA's policy,, if there is no policy, then it is only one more way for the current service providers to gain money by blocking 3ed party software. Why the technology is not allowed by the TRA? emails, chats, voice chats are allowed so why not the VOIP!!!!!!!

seems its nice to hear voip will be come legalaistion in uae...?when..? and what basis..?dont now any one.when i come to uae from some other country coz it is big development and advance minded counrty.when i reach here.every thing is upset town,by ecnomic and rules for expat and lots more...this is my small request to TRA,instead of oprating Etisalat / DU telecom let them to come more company from all over the world and make more income to TRA and let them give advance service to the UAE, just like Canada / pakistan. just check pakistan we have all the options and less price and more serivce and more speed internet and more over we call voip calls from Mobile and as well PC...and let them to save more money on calls rate and keep conected with near and dear,Expat comes to earn here.after spending hard work end of the month when looks Valet its empty, coz lots of radar,parking fine,Etisalat bills and lots more...please go throu serve with middle class, they are spend 20% to 25% they spent in phone calls...its my kind request to TRA please allaow as Skype and Voip calls Pc 2 phone and let save some hard work money and send back home parents to send some more money...its my request coz im not a so well educated to alnalys the country Ecnomic and meaure the safety.

Lol!!!

The TRA may be close to approving a policy for VOIP but this will have nothing to do with Skype or other 3rd party service. All it will do is licence Du and Etisalat to permit them to charge for this service. As mentioned by other commenters, this is just another step in the protection of a duopoloy.
