Guess who pays the bill for card security?

Given the disastrous state of the card industry in the UAE, I was glad to receive a new chip-packing debit card from my bank this week. While the current problems seem to be around cards and PINs that were already compromised, additional security, and UAE banks catching up with the rest of the world, is a good thing.

But I didn't just get the new card from the bank last week, they also sent me a revised terms of service document, which includes the news that I now have to maintain a 10,000 dhs minimum account balance or face a monthly charge, plus the introduction of host of other charges. I guess those new chip cards aren't cheap...
