District cooling scheme underway at Al Fattan Tower

The Emirates Central Cooling Systems Corporation, Empower, has begun permanent operations at Al Fattan Tower.

The Emirates Central Cooling Systems Corporation, Empower, has begun permanent operations at Al Fattan Tower. The announcement signals a new phase in the firm’s operations at the first Jumeirah Beach Residence (JBR) tower to be connected to an Empower district cooling plant. The firm has been supplying 4100TR to the tower since April 2005 via a temporary plant. This is the latest of several large-scale projects for which Empower is providing district cooling. To date the firm has signed contracts with Dubai Healthcare City, Dubai International Financial Centre, Business Bay, City of Arabia and IMPZ to supply a total of 886,000 TR over the next 25 years. In another of its projects, Empower has selected engineering consultant Allied Consultants to design four district cooling plants for the TECOM Investments community. The firm will support Empower in developing the blueprint of the plants that will service the entire TECOM development, which includes Dubai Internet City, Dubai Media City and Dubai Knowledge Village. The four plants will deliver 120,000TR to serve over 650,000m2 of office space in around 40 buildings. Empower has issued a tender to develop a temporary 15,000TR plant to provide the chilled water necessary for the forthcoming TECOM district cooling project. This is scheduled to be operational by the start of 2007. Empower chief executive officer Ahmad Bin Shafar commented: “Allied Consultants submitted the best technical design proposal that met with Empower’s goals and standards for the TECOM project. “We chose them also for their experience and track record in delivering environmentally friendly, cost-effective designs that blend into the architecture of buildings.”.
