Over 1000 medical test applications a day are processed through Dubai Municipality’s “Clinic” e-service, resulting in a 15% increase in revenues for the Municipality.

Dubai Municipality has announced that the recently-launched, state-of-the-art e-service, “Clinic”, has helped in increasing revenues for its clinic by 15%, as a result of the major rise in the number of applicants after the implementation of the new system. The Clinic e-service simplifies and speeds up the medical test procedures required to obtain residence visas and work permits. Since the implementation of Clinic, Dubai Municipality has been able to process over 1000 medical test applications a day. Further, more than 7500 transactions a week are registered in Dubai Municipality’s portal, highlighting the fact that all transactions are conducted online. “We are extremely pleased with the efficiency and productivity that has resulted from the Clinic e-service. The return-on-investment (ROI) on this project has been excellent, and we have been able to cater to a much larger number of customers ever since the implementation of this service,” says Abdul Majed Abdul Rahman, assistant director of information technology department at Dubai Municipality. With a constant increase in the number of expatriates coming to Dubai in search of jobs, there has been a surge in demand for residence visas and work permits, resulting in a corresponding increase in the number of transactions at Dubai Municipality. The new electronic clinic means that all these applications can be processed in the least possible time. “With the use of this paperless service we are now able to transfer the test results and certificates to the Dubai Naturalisation and Residency Department (DNRD) in less than 48 hours for normal cases, whereas for urgent cases this can be done within 24 hours, which is a commendable achievement,” adds Abdul Rahman. The Clinic e-service has resulted in huge-time savings for the applicants as well as the government departments, leading to more efficiency in processing of visa applications. The e-service has also reduced costs by eliminating the need for printing of physical reports and x-rays films. After taking the medical test, under the e-Clinic system, applicants can go with their passport and visa reference number directly to DNRD to obtain their visa if the test results are satisfactory. Dubai Municipality’s IT systems are fully integrated with the systems at DNRD, and the two departments work in close co-operation, creating a fail-safe procedure for the transfer of data files related to the medical tests. “Further, applicants no longer have to stand in long queues at Dubai Municipality for their tests. There are eight registration counters that serve customers, which ensure speedy completion of the process. Moreover, applicants can now make prior appointments and pay in advance for the tests through e-Dirham or credit card,” explains Yousif Shams, head of Dubai Municipality’s systems development and support unit. The next phase of the Clinic service will be the “Mobile Clinic”. With this facility Dubai Municipality’s mobile medical unit will go personally to select companies or areas, saving time for companies in areas like Jebel Ali. There are also plans to introduce SMS alert services, through which DNRD will inform applicants that the results of the tests are ready.
