e-TQM College enhances Dubai government learning

e-TQM College has teamed up with the Dubai Institute Human Resources Development to offer the Quality Expert Certification, a specialist programme for training UAE government employees in quality management and enhancement.

In an effort to enhance the initiatives of implementing the principles of Total Quality Management (TQM) in the GCC region, e-TQM College, has tied up with Dubai Institute for Human Resources Management (DIHRD) for the online delivery of content in Quality Expert Certification, which includes eLearning and workshops besides practical applications and a project work. The certification is a specialist programme that will provide training in quality management and enhancement geared at the government employees in the UAE. The Quality Expert Certification is provided under the Dubai Government Excellence Programme. The DIHRD, e-TQM College and DGEP will jointly certify the participants, on their successful completion of the programme. “In today’s market, TQM has become a necessity both from the point of view of satisfying a mature and demanding market-place and the rising awareness of corporate social responsibility amongst global and regional management teams,” says Dr. Mansoor Al Awar, director of e-TQM College. “It has become necessary to constantly refine TQM skills through courses, workshops and peer-to-peer interaction,” he adds. The eLearning programme will be divided into two modules. The first module will be the DGEP model for Enablers and will consist of five components; namely, Leadership; Policy and Strategy; People; and Partnership and Processes. The programme requires the participants to put in 170 learning hours, to be completed in 6 weeks. By the end of this stage of eLearning programme, the learners would be able to understand the important attributes that go into leadership, strategies, partnership and resource management within an organisation with the DGEP model as a guide. The candidates will be able to deduce inspirational improvement measures that are embedded in the DGEP model. The DGEP is an initiative of H.H. General Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Minister of Defence that aims at developing the government sector and upgrading its performance, by providing incentives, and work conditions which are motivating and which encourage a positive attitude and constructive competition within the sector. “The collaboration with DIHRD is part of e-TQM College’s strategy of facilitating TQM in both government and private sector organisations. The ‘Quality Expert Certification’ programme will take its place in the Specialist and Professional Programmes offered by e-TQM College. It will be the first regional programme customised to the specific requirements of governmental workflows,” says Dr Al Awar.
